For single-site scans, the signed-in user needs at least Read on the site. For one-click remediation, the user needs Manage Permissions or Site Administrator rights on the target library or list. For Tenant View, a Global Administrator approves the Sites.Read.All and User.Read.All Graph API permissions once during deployment.
